Council Members
Mayor: Tony Kennon
Tony Kennon was elected Mayor of the City of Orange Beach on August 26, 2008. He has previously served on the Orange Beach Planning Commission and the City Council. Mayor Kennon, a native of Chickasaw, Alabama in Mobile County has been coming to Orange Beach since the 1960s. Mayor Kennon is a graduate of the University of South Alabama with a degree in Physical Therapy and past owner of Forever Young Rehabilitation Services, now known as Encore Rehabilitation. The Mayor continues to work as a rehabilitation consultant and has a company that restores classic American muscle cars. He is married to Paula, a graduate of Huntingdon College and University of Alabama School of Law. They have two children, Bailey and Zane.
Place One: Jack Robertson
Jack Robertson was elected to the City Council in August 2025 and is serving his first term. Since moving to Orange Beach 8 years ago, he has served on the Planning Commission, Orange Beach Water Authority, and Police and Fire Citizens Advisory Panel. Jack attended Faulkner Jr. College, University of South Alabama, and Florida Institute of Ultrasound. Mr. Robertson spent his professional career as an echo-sonographer and eventually became a cardiac ultra-sound school instructor for 10 years prior to retiring. Jack has also worked as a professional musician/entertainer across the country for most of his adult life. He is married to Jamie and has two daughters, Chandi and Emily that live here in Baldwin County.
Place Two: Ginger Harrelson
Ginger Harrelson was elected to the Orange Beach City Council in August 2025. A longtime resident, attorney, and business owner, she is committed to preserving the character and quality of life that make Orange Beach a special place to live, work, and visit. Ginger graduated magna cum laude from the University of Alabama with a B.A. in Political Science and History and cum laude from the University of Mississippi School of Law with a Juris Doctor. She co-founded Beachball Properties, a locally owned vacation rental and real estate company that manages more than 350 properties along the Alabama Gulf Coast. Her work has helped strengthen the local economy through tourism, job creation, and partnerships with small businesses. Ginger is active in civic and philanthropic efforts and created and helps foster a popular digital community that connects more than 110,000 residents and visitors. She lives in Orange Beach with her husband, Hunter, and their two children. In her free time, she enjoys boating, traveling, and taking part in community events and local traditions, especially Mardi Gras.
Place Three: Pat Simpson
Pat Simpson was appointed to Place 3 on the City Council in June 2026 to fill the vacancy left by Jerry Johnson, who stepped down for family reasons. Prior to his appointment, Simpson served on the Orange Beach Planning Commission since 2017, most recently as Vice Chairman. For most of his career, Simpson was a TV personality who hosted the national home improvement series, "Backyard America," on TNN. In 1994, he hosted one of the first series on HGTV, “Fix-It-Up!” After retiring from television, Simpson founded Simpson Properties Group in Orange Beach with his wife Claudia in 2006. They have three children, Lindsey, Shelby and Hunter, and four grandchildren.
Chairman Pro-tem and Place Four: Jeff Silvers
Jeff Silvers was elected to the City Council in August 2004 and is currently serving in his sixth term on the City Council. He has served on the Planning Commission, Variance Board, Sports Association Board, and is currently serving on the Volunteer Fire Board. He is a graduate of Foley High School and is the Sales Manager of Swift Supply in Orange Beach. Mr. Silvers is married to RaeAnn and they have two sons, Brandon and Chase. Brandon graduated from Troy University, where he was the quarterback of the Trojans Football Team. He went on to play football professionally. Chase graduated from Gulf Shores High School. As an avid outdoorsman, Jeff enjoys hunting, fishing and visiting his family property in the mountains of Idaho.
Place Five: Robert Stuart
Robert Stuart was elected to the City Council in August 2025. Robert and his wife Kasandra have lived in Orange Beach since 1988, have three boys that were raised in Orange Beach and now two grandsons that attend Orange Beach City Schools. Robert and Kasandra recently retired after owning and operating Sugar Sands Realty and Management in Orange Beach. They attend Island Church. Robert was born in Fairhope, Alabama, and graduated from Fairhope High School and then attended the University of South Alabama where he studied business administration. Robert was elected to the Baldwin County Board of Education in 2020 and served until the school system split. He served as the first Chairman of Orange Beach City Schools Board of Education and was tasked with creating, building and opening a school system in 90 days. He served as chairman of Orange Beach Planning Commission for 20 out of his 21.5 years on the board. He stepped down as chairman of both boards after his election to the Orange Beach City Council. He also served on the Baldwin County Board of Equalization, was a founding member of MAAAC, served as president of the Orange Beach Sports Association for 19 years and has coached rec sports for over 30 years.
