Permit Fees
The Permit Fee Schedule (PDF) has been established for permit applications. With the exception of Plan Review Fees, permit fees are due after a permit application has been approved. Permit fees can be paid online, in person, or by mail:
- Pay by debit card or credit card online via the Permit Portal (American Express, Discover, MasterCard, or Visa). A 3.5% convenience fee is applied to all debit card and credit card transactions.
- Pay by check or cash in person at the Community Development office located at 4101 Orange Beach Boulevard, Orange Beach, AL 36561.
- Pay by check via mail to City of Orange Beach, Community Development, P.O. Box 2432, Orange Beach, AL 36561.
Work shall not begin until the payment has been processed and the permit is issued.
Plan Review Fee
A Plan Review Fee covers the cost of plan review, is due at the time the application is submitted, and is nonrefundable.
Permit Fee
A Permit Fee covers the inspection of project implementation and operation. Please refer to the Permit Fee Schedule (PDF) for each specific permit type.
Administration Fees
All permits are subject to Administration Fees which cover the administration and management of the permitting process. This includes: Issuance, Data Processing, Penalty (work started without permit), Re-inspection, and Floodplain Permit (Development in Special Flood Hazard Area).
Convenience Fee
A 3.5% convenience fee is applied to all debit card and credit card transactions.
Impact Fees
Impact Fees are imposed against new development for the purpose of funding the costs of governmental infrastructure (law enforcement and public safety, fire protection, transportation, emergency medical services, public park and recreational facilities, and public schools or libraries) necessitated by the impact of new development.
Impact Fees are calculated and collected by the Community Development Department prior to the issuance of a Building Permit for new development and in accordance with the Impact Fee Schedule (PDF).

State Craft Training Fee
A State Construction Industry Craft Training (CITC) Fee applies to non-residential construction and equals $1 per $1,000 of valuation.
Permit Rebates
The City of Orange Beach offers permit rebates for the following third-party certifications. The rebate only applies to the specific permit fee (it does not include plan review fees, administrative fees, impact fees, state craft training fees, convenience fees, etc.). All permit fees must be paid in full and a Certificate of Occupancy issued for the subject property in order for the applicant to be eligible for the rebate.
The property owner may submit a Permit Rebate Application via the Permit Portal. A digital copy of the third-party certificate (in PDF format) will be required.
FORTIFIED HOME GOLD Certification - 25% Rebate
FORTIFIED GOLD requires development of a continuous load path from roof to foundation; chimneys must be adequately anchored; and windows and entry doors, even those that are protected from wind-borne debris, must meet wind design pressure requirements for the location.
LEED Certification - 15% Rebate
Developed by the U.S. Green Building Council (USGBC) LEED certification provides independent, third-party verification that a home was designed and built using strategies aimed at achieving high performance in key areas of human and environmental health, sustainable site development, water savings, energy efficiency, materials selection and indoor environmental quality.
